Tony Boulter, Director

Tony retired as a Police Officer in June 1998 after 25 years service with the Kent Police. He has 21 years of detective experience; he also has expertise in drug abuse detection, having spent time in charge of the East Kent Drugs Squad and various crime units and in teaching young constables in drug related crimes at Police Training School. He is Joint Investigation trained (Police / Social Services) and was in charge of a Child Protection Unit (SIU) in the last 18 months of his career.

Tony and his wife, Julie have been foster carers since 1993. He has four of his own children, the eldest being Ruth, who is currently a Probation officer. His son has completed university with a first in ceramics. His second youngest daughter is a housewife and his youngest daughter lives at home and attends a local school.

Barry Young, Director of Operations

Barry has worked in the care sector for 22 years. Initially Barry trained as a Registered Mental Nurse, working as a Staff Nurse on a therapeutic unit for adults for two years after qualifying.

Barry then worked for Social Services, managing various homes for adults with learning difficulties and challenging behaviours, before continuing this work in the private sector.

Barry has also worked with children and young people for several years. This includes children with psychiatric problems, learning difficulties and children with emotional and behavioural problems.

He has been in management for seventeen years. Having worked as a Staff Nurse on a therapeutic unit for severely challenging adults, he became a unit Manager, then worked as Area and General Manager for a number of organisations. He joined The Boulters in September 2004 and managed The Moorings. He was then promoted to Area Manager and, subsequently, to Director of Operations.

Barry holds the NVQ4 in Management, the D32/D33 Assessor award and is a qualified psychiatric nurse. He also holds a B.A. with Honours in German from Birmingham University.
